Humor often stems from a variety of emotions. This cop is on one hand hysterically funny, yet he’s also dealing with someone else’s sense of entitlement. Then he continues the joke with his comment on Chinese food (is this similar to jokes about donuts?) or does it imply something sexual. Let me know how you perceive it.
